USPS Chicago District and Great Lakes Area Update plus two Non-Profit Mail Seminars

This seminar is also relevant for printers and letter shop personnel responsible for advising clients about the subtleties and nuances of nonprofit postal eligibility and content.

Mr. Dennis Kaylor, Distribution Manager at Our Sunday Visitor, will focus on nonprofit eligibility and regulations. Learn firsthand from a professional:

Mr. Phil Claiborne, Director of Circulation at the Elks Magazine will present Nonprofit mailing 101 and Beyond; USPS Content Guidelines, Restrictions and Exceptions. Detailed topics include:

Resources such as USPS Publication 417 and Customer Support rulings.
Rules for mailing products and advertising.
Process flow-chart for determining mail piece eligibility.
Is the advertisement or product substantially related to the authorized NP's mission?
Content restrictions and prohibitions (travel, insurance, credit cards).

About our speakers

Dennis Kaylor is Distribution Manager at Our Sunday Visitor, Inc. As Distribution Manager, he oversees the inbound outbound Logistics and Postal operations. In the mailing operations, he deals primarily with Standard Mail Non Profit, followed by Periodical, Package Services and First-Class Mail.

Among the company's accomplishments are building and maintaining a drop ship program which currently targets over 200 USPS entry facilities each month.

Currently Mr. Kaylor serves on the Mailers Technical Advisory Committee (MTAC) and the Fort Wayne, Indiana PCC. He holds a Bachelors Degree in Business Administration and a Masters in Business Systems Management.

Phil Claiborne is Director of Circulation at The Elks Magazine, an 89-year old periodical serving one million members of the B.P.O. Elks, a fraternal organization. His responsibilities include managing the Elks member database, address fulfillment for the Elks Magazine, their State Association newspapers, direct mail fund raising and lodge newsletters. Phil heads a five person department, is Postal advisor to the Order and administers registration for their convention. He is a Representative to the USPS Mailer's Technical Advisory Committee for the Direct Marketing Association--Nonprofit Federation. Phil is a former Nonprofit Chair of the Chicago PCC and Milwaukee PCC.

Phil identified the nonprofit periodicals postage-rate anomaly within Postal Rate Case R97-1. This led to a Postal Rate Commission Mail Classification change and eventually prompted Congress to permanently change the rate-making structure of nonprofit mail as a direct discount from commercial rate. He has also lobbied successfully to pass the Postal Enhancement and Accountability Act of 2006 on behalf of Elks and other Non Profit Mailers.
